As a State Legislator Peter Norbeck recognized the need for development in the Black Hills. His first goal was to create a game preserve in order to re-stock the wildlife that should have been there. After getting that passed in 1912, he went on to spear-head the construction of the Needles Highway and the Iron Mountain Road (both are part of the Norbeck Scenic Byway. He is recognized as a man of vision at a time in history that it was so important to preserve the natural beauty of the area.
